What's the business reason for this? I mean, most large cities had stock exchanges, I believe Denver used to have one. They all got rolled up into CBOT and NYSE long before this, probably for greater synergies, economies of scale and suchlike. They're going to have to write all their own software, there isn't really a mass market for, say "Microsoft Market Maker" or something, and that's pretty hard. The London Stock Exchange had huge problems in 2008 before moving to a Linux-based system.
